Well, I discovered the cause after half an hour of troubleshooting. Apparently the variable fDefaultFoV= controls the distance of the power armor UI display. I had it mirroring my main FoVs (1st/3rd person), which was 100. Removing it from my Fallout4.ini caused the HUD to scale properly with this fix.
It's available as patch file for default UI size and smaller UI size. It's the same file as for Horizon 1.9.1, because there are no changes made in the interface files.
